Specifically, the healing he gets from the Primal Flame team-up with Phoenix is being dialed back – from a frankly bonkers 33% lifesteal to a still-respectable 25%. Think of it like turning down the barbecue from 'inferno' to 'perfectly seared'. They're also tweaking his Berserk Claw Strike (slightly increasing base damage, decreasing percentage damage at maximum rage) and giving his Regenerative Healing Factor a longer cooldown (90s to 105s). Basically, he'll still be a threat, but won't be quite so impossible to take down.
NetEase Games explains their reasoning with a touch of humour, saying the Wolverine/Phoenix combo has been "bringing a bit too much heat to Vanguards", making battles "less like a hero's journey and more like a mutiny." Fair dinkum, I reckon that's a pretty spot-on assessment. No one wants to feel like they're bringing a knife to a claw fight, eh?
But it's not all nerfs and doom and gloom! The July 17th update also kicks off a Summer Special event, running until August 15th. We're talking new hero skins and cosmetics for The Thing, Thor (including a free 'Worthy Waves' skin!), and Luna Snow. Loki and Psylocke are getting summer skins too, available for purchase with Unstable Molecules. So, while Wolverine might be licking his wounds (literally, I suppose), there's plenty of other shiny new stuff to keep us busy.
It's always a tricky balancing act (no pun intended) when developers tweak characters. You want to address genuine balance issues without completely gutting what makes a hero fun to play. It sounds like NetEase is aiming to make Wolverine a little less oppressive without turning him into a fluffy kitten.
